Howard Webb, the former referee, recently shed light on the reasons behind the lack of handball penalties awarded by Premier League officials this season. In the 2023/2024 campaign, there was a significant increase in penalties, leading to complaints from various clubs, particularly in cases where players’ arms appeared to be in ‘natural positions’.
According to Webb, adjustments to the handball rule have resulted in a decrease in the frequency of penalties being given for unintentional offenses or when a player’s arm is close to their body. These changes are reflected in the current officiating trends in the Premier League. Furthermore, players who inadvertently prevent a goalscoring opportunity through handball can now expect to receive a yellow card instead of a red.
During an episode of ‘Match Officials Mic’d Up’, Webb, who is now the chief of the Professional Game Match Officials Limited (PGMOL), explained the consultation process that led to these changes in officiating. He stated that stakeholders in the game expressed concerns about the high number of handball penalties being awarded in the Premier League for situations where players’ arm movements were deemed natural.
Webb emphasized the importance of officials being vigilant and distinguishing between deliberate handballs and instances where the arm is well away from the body. Despite incidents where the ball made contact with a player’s arm in the penalty area this season, referees adhered to the guidelines provided to them, refraining from awarding handballs unless they were deliberate or clearly unjustifiable.
In addition to the adjustments in handball rulings, the Premier League has also implemented changes to reduce the number of VAR interventions, intervening only when the referee’s initial decision is deemed blatantly incorrect. Communication has been improved, with disallowed goals now being displayed on big screens in stadiums.
However, controversy surrounding VAR has already arisen this season, notably when Manchester United’s Bruno Fernandes received a red card against Tottenham. Despite the player slipping before making contact with an opponent, officials chose not to overturn the decision made on-field.
The retention of VAR was endorsed by Premier League clubs following a vote by stakeholders in June, with Wolves being the sole team to oppose the technology. The decision to maintain VAR reflects the ongoing efforts to enhance officiating standards in the league and ensure fair play.
